Which is better tax credits in the DR or PR...

I'm not totally sure if this goes under financing or production, The DR has a 25% tax credit which covers just about everything while in PR it's 40% for anyone and companies in PR and 20% for people and companies not from PR. I was told that labor is very inexpensive in the DR while everything is expensive in PR. How do I figure out which location would be cheaper? (without obviously having every single expense from both locations to compare) Maybe someone has prior knowledge or has filmed in each location.

Do some research about what films shot in each location recently. Track down the UPMs and ask what their daily, weekly rates for department heads and crews were. They can share that.
