New True Crime Author, and kindly old English grandmother Elizabeth Routledge has decided that her first book will be about The White Chapel Ripper. A notorious English serial killer.
SYNOPSIS:
Elizabeth's husband Clive a recently retired Scotland Yard detective, who arrested The White Chapel Ripper. He is a little worried about her decision to interview The White Chapel Ripper, in prison, but after decades of marriage. He knows to just to stay out of the way, and just make sure she is safe.
Hal Barrett is the White Chapel Ripper. He has brutally murdered several young woman, some of whom are unknown to the authorities. Hal believes he can con and manipulate this old English grandmother.

It's a cool premise, but I think you can be clearer in the logline - is the story about Elizabeth's journey? If so, maybe it can be something like "A budding true crime author tackles The White Chapel Ripper as her first book, and when she meets the notorious English serial killer she has to decide if her new career is more than she bargained for"

A "decision" isn't a story or a conflict. What is being described in this logline is a short process of coming to a conclusion. Potential to be an interesting story, but the "interesting" part is not being described here.
