A radical organization known as The Phoenix Initiative, led by his former ally turned mastermind Evelyn Kane, has launched a series of coordinated attacks on major cities, threatening global collapse. As Hawk and Agent Thompson, a high-ranking government official, race against time to stop the attacks, they uncover a complex web of infiltration and deception that reaches the highest levels of government and military. With each new revelation, Hawk's internal conflict grows, and the lines between hero and villain blur.
