When a small city can't form a local goverment, the governor sees his chance to get rid of some of his less desirable staff members by ordering them to fix the city's problems.

SYNOPSIS:

A small group of incapable government employees are put in charge of a small city after the city council fails to form a local government. While the governor is expecting them to fail so he can fire them they inexplicably turn the city around.
