Ten years after the events of Sicario, Kate Macer has risen to become Director of DEA Operations for the Southwest. Hardened by years on the border, she now understands the brutal reality of the war on drugs—but she still struggles with the moral compromises that come with it.
When a powerful cartel federation known as La Hidra orchestrates a devastating attack during a presidential visit to the U.S.–Mexico border—killing fourteen federal agents and nearly assassinating the President—the United States demands immediate retaliation. With political pressure mounting and the risk of military escalation growing, Kate is quietly tasked with stopping the cartel leadership quickly and without public exposure.
Knowing traditional law enforcement will fail, Kate turns to Matt Graver, now operating in the private sector after being pushed out of government service. Graver offers the only solution he believes will work: bring back Alejandro, the ruthless assassin who once operated in the shadows of the drug war.
Reluctantly, Kate agrees.
As Alejandro begins systematically dismantling La Hidra through covert strikes and psychological warfare, the cartel world descends into chaos. But the deeper Kate goes into the operation, the more she realizes that Alejandro’s methods are pushing her far beyond the law she once believed in.
