By Kelvin Matafu

GENRE: Thriller / Suspense, Crime
LOGLINE:

When a masked vigilante known only as THE VOICE begins strapping innocent people into livestreamed bomb vests in public squares, forcing corrupt judges to re-try their dirtiest verdicts live while Zambia watches and votes, a compromised High Court Judge has 2 hours to confess to taking a K200,000 bribe — or the bomb drops.

SYNOPSIS:

CITY COURT (Limited Series / Procedural Thriller) Zambia, Present Day. Kitwe. Justice is a business. Verdicts have a price. At 5:42 AM in Kitwe Town Square, NATASHA (22), a waitress, and a daughter to the corrupt Judge wakes up on a wooden platform, arms locked in stocks, wearing a bomb vest with a ticking timer: 03:00:00. Hundreds of phones go live. A drone drops a speaker.

THE VOICE Distorted, calm, educated — speaks to the crowd: "This is CITY COURT. This is Case No. 1: The State Vs Judge Tembo." The crowd watches as JUDGE TEMBO, respected High Court Judge, is dragged from his car by ZP officers into the square. On a giant phone screen: his darkest secret. Seven years ago, he convicted an innocent man, CALEB PHIRI, for murder after a bar fight. The real robber was the Commissioner's son. The witness was paid. Judge

Tembo took K200,000 after the verdict.

1. The Judge has 2 hours to re-open the case. 2. If he tells the truth, the timer pauses. 3. If he lies, the people decide.

Soon, SGT. MWEPU, a street-smart Kitwe police sergeant who knows the system is rotten but hates vigilantes, realizes this is not terrorism. Terrorists don't pause timers. This man has evidence — bank records, phone calls, CCTV from the bar, the Commissioner, the witness. He wants the system to work. As the livestream explodes — CityCourt ZW trending 1 in Zambia — the crowd stops being spectators. They become the jury, chanting: "TRUTH! TRUTH! TRUTH!" The Voice promises: "If you don't... I will return. This time with all the evidence. Bank records. Phone calls. CCTV. And I won't ask. The people will do." He vanishes into dawn haze.

CITY COURT is a weekly procedural vigilante thriller. Each episode: A new corrupt official (Judge, Councilor, Police Boss, Hospital Superintendent) — a new innocent victim in a vest — a new public square — a new case file from 5 years ago that was buried. The Voice hijacks the city, forces the corrupt to prosecute themselves in front of the people, while Sgt. Mwepu and an idealistic young journalist race to find out who The Voice really is before the mob does what the courts never did. But the twist of Season 1: The Voice isn't a stranger. He is someone the system already destroyed.

Tone:

Money Heist + The Platform + Prisoners + Goliath. Raw, urgent, Zambian. Handheld, drone shots, livestream graphics, countdown clock that never leaves screen. Why It Works: Every Zambian has a story of paying for justice. This show puts that story on a platform with a bomb and says: "Now you be the judge.
