Animation : Anime Short Story by Keith Katane

No offense but why would you say "as cheap as possible without sacrificing quality"? Tha'ts like saying you want to buy a Porche for the price of a Honda! As an animator, it is very frustrating when people ask for your best but are unable to pay the price tag. 15 minutes of good animation can run you several thousand dollars. It depends on how complex it is. You should first find a studio/animator that does a style you like and then ask them for a personal quote :) If you don't have the money, you should look into hiring a student to do the work in exchange for credit and a chance to build their reel.
