TSL is under the umbrella company, Red Ampersand, that also owns ScreenCraft, WeScreenplay, and Coverfly. Free or not, none of their competitions are worthwhile to enter. Also, Red Ampersand contracts with other organizations and competitions to read.
With 15K entries, AI is likely the first pass and that will become the prevalent method. With human readers, it depends. Some will read the first ten pages or less, maybe scan the rest then check out the end.
Most comp readers do read the entire script even though it's a quick one not a comprehensive one.
